Every conference needs a bottom tier to beat up on. The SEC has teams like Vanderbilt, Mississippi State, Missouri and Arkansas that are solid in terms of fan support but are no threat to teams like Alabama, Georgia and LSU.

As noted, realignment is all about power and money for just a few teams. Everyone else is just a pawn.
