CC was expected to be over capacity this year so they did not accept applicants. Once the year started, actual enrollment ended up being short of capacity so next school year they will probably take some applicants. So CC has probably been able to get some open enrollment transfers, but since the school has typically been closed (2013-2019) that isn't how their football program has been built.
I do know that people have been moving into the school boundaries to get into the football program. It is also no secret that the Draper area is exceptionally wealthy, competitive and ambitious. There is a ton of support for the football program and that will probably never go away.
