I believe when PSU does it they pass out white towels or pom poms for fans
The waving of those things drastically increases the amount of white being seen. Often covers up from a distance logos on shirts increasing the appearance of a white out.
If we want to compete for a white out title the school or CC or some sponsor needs to provide that kind of stuff.
