Nothing is technically forced but there's some serious issues at play.

Lots of teams have cheerleader photos, calendars etc where the cheerleaders pose without wearing a top and have their breasts strategically covered by hands or other objects. And for those shoots, it's generally done with only the photographer and needed personnel there and plenty of space/privacy/robes for the girls when they're not being actively photographed.

Washington did a similar shoot...except they invited all their highest donors to come watch it happen, having them naked in front of a giant room of ogling men. And then after the shoot of these wealthy men who had just watched them parade around naked, cheerleaders were assigned to a specific donor and told to spend the night with them as a "team ambassador" and make sure they had an enjoyable evening.
