What about the idea that competition within the state makes everyone better?
I actually think that the fact that BYU and UU are solid programs means that both programs are improved as a result.
I could be wrong, but there seems to be a correlation there to me.

If it was BYU, then it would be a top 15 program in the country. If it was Utah, it would be a top 35ish program.
