I don't know what's going on, but for my whole family it's obviously a clear

step down in quality at Costa Vida in the two or three different states I've tried it. Like the tortillas are dry and crap, they skimp on toppings and sauce. It's just objectively an inferior product.

I've done Cafe Rio in SLC, Provo, southern Utah, AZ, and it's been consistently great.

There may be high variation between franchises of the two restaurants, I really don't know.
