Create a situation where schools voluntarily leave the P4?

One idea might be to make all sports full scholarship. Some programs are currently losing money. Would they go more into the red to stay P5

I guess by the biggest conferences could also increase the number of scholarship sports and out a very high minimum like 18 or 21

Anything else?

The should have put in a criteria long ago that said teams need 50k fans in average attendance but that ship has probably sailed
