One can lie without being explicitly deceitful.  For example, using different words or weasel/fuzzy words.  Using ranges, "up to", or "about."  Leaving out some details.

GW's main motivation is not giving the presidents the unadulterated truth or to even maximize the media deal.  His goal is to keep the conference together and to keep his job.
