All the incentives work against building a "program"
The new normal looks like near-zero continuity:

- Good players who improve leave for better teams
- Mid players leave for "smaller ponds" where they can start
- Coaches use open scholarships to backfill with "just-in-time" transfers
- Bench players stay but add little value

- Good coaches who improve leave for better teams and take best players with them
- Mid coaches stay but lose the best players

Lack of continuity of both players and coaches means:

- Near zero time to build chemistry or identity
- Lots of hero ball, with 2nd-tier players mostly standing around
- Fans don't have time to get to know players/coaches, or watch them develop over time
- Near zero expectation that any good players/coaches will be on the team next year

The "program" is just a logo, a mascot, an arena, and an increasingly apathetic fan base desperately slapped onto whatever random set of players/coaches shows up from one year to the next.
