In that case, it's going to be a matter of civil law, unfortunately. That means if he won't be reasonable and you can no
longer put up with his shenanigans, you'll have to get a lawyer.
Shared driveway cases abound; almost always the problem is some loser who just can't be reasonable and get along with everyone else.
At least out west (esp. when water is involved), there's a long and storied history of these kinds of disputes turning violent, so I'd tread softly.
