As long as caffeine-drinkers settle and substitute and buy non-caffeine, then
BYU can say "there is no DEMAND." Once they stop settling and don't buy any of the offered substitutes, then BYU can point to a demonstrated "demand".

A verbal wish/desire/want/demand is NOT a "demand" if the expresser is willing to substitute.
