Everything is more expensive out west, probably due to a few factors.
There isn't as much open land as you'd think with the lower population density, because of NA reservations, federal land, bases and test ranges, national parks/forests... just more protected areas. Also fewer areas with enough water for settlements. Greater water costs are passed along.

Increased transportation costs due to larger distances to cover a more spread out population. Fuel more expensive because it takes more fuel to get the fuel where it needs to go.

Just theories.
