OK, Let's try this again without the Utah Trolls.

How would college sports change if a losing team was allowed to test the winning team for any banned substances?

(Having nothing to do with BYU or Utah specifically and not just in football and basketball. I can see that my abstruse explanation of what got me thinking about this confused the point of the post for several people.)
