When they were Federal territories conquered or purchased from other countries,

the Western states were 100% Federal government territory. In other words, the land was initially owned by the citizens of the other states. When they were granted statehood, the other, existing states ceded some of that land to the new states, but retained ownership of substantial chunks of territory, mostly unsettled land.
