I wonder if the original placement of money in the dog poo was penance from a dog owner who felt bad for the parks person who would have to clean up after his/her pooch and the person who took the quarters is like the jerk that takes tips off of tables at restaurants.

Although the pennies were surrounding the poo like druids surrounding Stonehenge and not actually in the poo, I still wasn't touching them (especially for a measly $.04).
