The P5 would meet as a Five-Conference Business once a year, probably at a separate session of the NCAA annual meeting. They could also teleconference at any time. Each P5 school would send one representative and each conference would appoint three student-athlete representative. For any legislation proposal to pass, it would require two-third a majority of the 80 representative and majority support in four of the five conferences.

This new model, if approved, will be ready by the start of this year's football season.
