It has to be a storm-caused opening. The real reason for water intrusion is the
improper flashing. So it would be a construction defect claim and I don't know of any homeowner's insurance that would cover that.
If you have a super nice insurance company, they may pay the claim and then subrogate against the builder but it's a Lloyd Christmas chance.
