The Church doesn't have to say a word for any member in good standing to know that the Church will have voted by BYU accepting membership contingent on the vote. No more words need be spoken. The Board of Trustees would have already made their intentions clear through the actions of another General Authority...the BYU President.
Anyone who thinks Utah would not be under extreme pressure to vote yes is just wishing. The U President that voted no in that situation would likely be looking for employment in reasonably short order. They may not tie it to that...but revenge is a dish best served cold.
