Let me rephrase. Colorado was already in. The only reason Utah was brought in was because Texas, Oklahoma and Tech bailed. Utah was the last fat girl at the bar. The PAC needed a pulse. At that point, that was about the only requirement. Utah was the best patient in the asylum. BYU was the hot girl that doesn't put out...so...they weren't interested. The reason BYU got the call and not BYU is religion pure and simple. But that same religion still carries a lot of influence in every institution in the state. Utah is one of those institutions.
