whether a ball in the dirt was foul tipped. It is probably on the most difficult calls to make in all of sports. So rather than put the play completely in the hands of an arbitrary official, it gives the players a chance to resolve it themselves. I'm still not sure it isn't an antiquated rule, but that is the way I have always seen it.
