Holmoe was just acknowledging that BYU will never spend like Texas and that some schools will always have that advantage. But those schools have the same advantage over all but a handful of other programs. Texas is going to spend $750M over the next few years on facilities improvements. BYU won't do that.
Will BYU match what other schools are giving to their athletes? Certainly within reason. That's not big money for BYU, and they are actually in a better position to do it than many of the other P5 programs, which will limit what the big schools can provide to the student athletes because the smaller schools in their conferences will hold them back.
