The link states "The Pac-10 types keep talking about academic and cultural fits. Translation: No way will the Pac-10 invite state schools named after their cities or religious private schools."
Baylor is a private religious university. BYU is a private religious university. The PAC 10 didn't want either of them (The Texas legislature was trying to force the Pac 10 to invite Baylor, and they wouldn't despite Baylor being an excellent academic school).
Here's another:

Larry Scott is not going to come right out and say we won't consider private religious schools, but everyone knows what he means when he says cultural fit. The three sources that I cited are not affiliated with BYU or Baylor in anyway. One is a SI writer, one is a bay area writer and the other a UT insider. They have nothing to gain by making these statements.
