I politely ask them to stop blocking my seat from reclining and if they refuse push back hard enough and long enough to make them reconsider their position. They usually comply within a minute or two and swear at me the rest of the flight. If you don't put something below your seat them there is plenty of room to stretch your legs out under the seat in front of you.

I also only recline when sleeping.
