I assume you are refering to a "reel" mower.
If so, they are great. They actually cut the grass using a scissoring action using the rotating blade on the reel and a fixed blade on the mower. The blade on a standard mower just tears the grass off, leaving a jagged edge. That's why golf courses use powered reel mowers to cut the grass. The cut is smoother and leaves the grass healthier.

A non-powered reel mower will work great for a small yard, but you will need to be careful to not wait too long between mowing. Long grass can be hard to cut. You'll get a work out.
