They certainly consider it at least the same level as the B10
SEC fans wouldn't take seriously a claim that the B10 and the SEC constitute some "first tier". The B10 isn't respected here and the SEC is consider God's gift to college football.
I think the B10 could make a case over the P12 in football fan support, but doubt they could do so in any performance-related criteria.
