Because in some states in high school a player can not leave the bench area during a game unless it is half time to go to the locker room or if he is with a trainer for first aid. Weird rule. But it's there. So to be eligible to play in ncaa do you have to be in o e of those 17 seats on the first bench or are those that get to be one of the 4 or 6 or whatever that sit on the back bench can they get put in a game?
