Not lagging? Compared to who?
Utah St or Gonzaga (that doesn't have football)? In women's pay?

Here is how BYU placed by both genders for average HC salaries according to the bottom of that article. I also created a multiplier so you can see how much you would multiply your salary by on average to move from BYU to another team.
School Men's Multiplier
Stanford $391,853 1.870
Utah $389,516 1.859
SDSU $318,864 1.522
BYU $209,542 1.000
Notre Dame $208,424 0.995
Utah State $189,667 0.905
Gonzaga $160,093 0.764 - no football

School Women's Multiplier
Stanford $167,334 1.529
Notre Dame $155,404 1.420
SDSU $122,652 1.121
BYU $109,423 1.000
Utah $80,250 0.733
Gonzaga $61,775 0.565
Utah State $51,356 0.469

It [BYU] paid its 23 men's team assistant coaches an average of $102,492 and its 18 women's team assistant coaches an average of $58,560 a year.

Conf Avg Assistant FB Salary
SEC $349,577.92
Big 12 $304,324.24
ACC $293,110.89
Big Ten $274,123.52
PAC-12 $271,339.61
AAC $208,758.49 <-- right about where BYU's average men's HC (all sports) gets paid
Mt. West $147,749.15
CUSA $110,764.43
Sun Belt $97,424.19
MAC $89,261.49

While not everything is apples to apples in all the comparisons as salaries for smaller (less revenue generating teams) sports do make a difference in doing an average but note that all teams had those averages done. I think that taking both articles into account shows that BYU is not on the high end and drastically lagging behind Utah which couldn't even be touted as a cost of living difference...

Below is the average assistant football coach salary at all schools that were documented in this USAToday list. Note some schools are not required to report certain aspects so they will not show up. This also only takes into account listed SCHOOL PAY - I do not leverage the OTHER PAY, TOTAL PAY or MAX BONUS fields...
