Honestly, I think the program was "working" when Bronco was HC and DC and Anae was OC.
I think it was a mistaken belief that we were "good, but not great" that led to some changes after that epoch. Anae said pretty clearly that when he left, it was his choice. I'm not sure I believe him.
The "good is the enemy of great" fallacy assumes that a program, a coach, recruits, etc. cannot inherently improve. The change has to come from outside. I don't think there is evidence for that.
