Don't know. The news cast just stated those words as the law. There might be

more, but all I saw is that you must yield when being overtaken by a faster car.

It also said you can't impede traffic. So I would assume if you are going 70, passing cars going 65, but there is a line of cars behind you going (or wanting to go) 80, you must yield.
