The only one I can think of is your blockade scenario described below. The person in that class is clearly not passing the others but the officer would probably have to watch it unfold for a bit to determine if the blockade is truly the case. I just dont see a lot of scenarios where this can be enforced. Probably best to put efforts into education and threats of enforcement (leaving out how difficult enforcement might be of course).
