It doesn't apply to over-the-speed-limit speeds. You think they'd pass a law
to enable speeders? It means if you're driving at 60 and someone behind you is going at 65, you move to the right. There is no law that says everyone going the speed limit has to pack themselves into the right hand lanes so that speeders can have their own personal racetrack home, but the habitually stupid always seem to think that law's on their side.
