yes, but you will never have that many, really
quarterbacks of quality don't come to wait 4 years to play and quality back ups often transfer instead of waiting around as the 7th option.
I don't think there is a hard fast rule. The best rule is to try and use black magic and guess who the future qb is and base recruiting around him.
