May be a windfall at some point but not yet

Providers are benefitting from more untapped patient populations seeking higher cost services that have been deferred previously. Health plans have had higher medical expense since full enforcement of the ACA because of all the new high cost patients. I know these facts from direct experience

Agreed about Obama. Grandfathering individual plans has hurt health plans a lot
