4 16 team conferences, the Big XII is dismantled as we know it.
ACC gets Texas and adds Notre Dame as full member to get to 16
SEC gets Oklahoma and Oklahoma State to get to 16
B1G gets Kansas and either KState or Iowa State to get to 16 (Iowa State is an AAU school, but if Iowa blocks them then I think the B1G adds KState. They could poach Colorado from the PAC 12, but I doubt it.)
PAC 12??? Limited options here, Big XII leftovers - Baylor, TCU, Texas Tech, Iowa State or KState, and West Virginia (I don't see them adding most of these, potentially Texas Tech and KState if they aren't added to the B1G, but I do not think they'd ever add Iowa State, Baylor, or TCU and I know they'd never add West Virginia). Best in the west, either now or potentially, BYU, Boise State, UNLV, SDSU. OR they stay at 12, but I doubt they'd do that if the other 3 conferences are at 16.
