That's just it, there are no guarantees any time someone is promoted...
...we are all fully susceptible to the Peter Principle any time we are promoted. No matter how successful a player or coach is at one level (ie Jake Heaps), that's not a guarantee he'll jump to the next level of his profession and be just as successful. In Doman and Pope's cases you can compare and contrast the two easily enough:

Pope and Doman both are good recruiters. Both are great representatives and advocates for BYU and their respective programs. One difference however is I don't remember reading anything that led me to believe that Doman was a very good technical assistant coach when he was the QBC. Players he coached liked him but I don't recall reading anything that indicated he made players better at their craft by breaking down their mechanics, teaching them better footwork, etc.

Pope might not be the greatest teacher of post skills on offense or defense, he's no Pete Newell, but I think with some of the bigs who've been teachable we've seen some improvement in their post play both on offense and defense. We didn't have that before when it was 5'10" Terry Nashif coaching the bigs (if that was ever true).

Every time you hire or promote someone there's an element of risk that you have to be willing to take.
