The one exception was 2005 when they went to the National Championship and lost to Cal. Since then, BYU has gone to every national championship against either Cal or Arkansas State (once).

I think Utah just benefits from the really strong HS rugby programs in the state. They'll always field a decent team as long as the HS clubs are strong.
