Part him, part injuries, part system.

A WR is in a strange situation. He can only catch the balls thrown to him. Ross might not have done that well enough, though.

It is easy to throw out cliches like "the cream will rise," but I am sure there are talented players who don't shine because of the circumstances they are in. Maybe Ross can convince an NFL team that he is one of those talented players.
