I don't think any conference actually banned playing FCS teams.
Back in 2013, Barry Alvarez said the Big Ten was going to ban playing FCS teams. He didn't say when the ban would take place. As a mere athletic director, he doesn't have the power to speak for the whole conference.

When the conference commissioner, Jim Delany, commented he said, "We don’t have any penalties for those that don’t. It’s not like a violation of our rules." The Big Ten is apparently relying on shame to keep their schools from scheduling FCS teams. Many schools are pretty shameless these days (including the Big Ten) so I don't think that's going to be an especially effective tactic.

It's been over two years since Barry Alvarez jumped the gun. As far as I can tell, over the last two years, no conferences have made any attempts to nix scheduling FCS schools.
