I can think of a more likely reason for the grace period: innocent mistake.
The one example given mentioned trying to take a cheap shot at someone that the target would see that would be gone before the mods see it.
It just seems like a negative view of humanity to use that as the only example when someone trying to fix an innocent mistake is probably more likely.
