So how does the school factor in to developing measurables?

That is what you are evading. Because some schools clearly do a better job of that than others. ANd BYU used to do better at it than they are doing now,

And that is the reason BYU keeps making changes to their program in the Nutrition programs, with the S& C coaches, and why staff changes were made--again--in 2013, and why others still might need to happen.
