The fact that it made no difference, doesn't make it a dumb decision.
In fact, there are really two dumb decisions made in this sequence.

Bronco, needs to decide if they are going play aggressive and try to score or are they going to play conservatively and run out the clock. One can argue either decision. It doesn't really matter to me which one you choose, though I would prefer to go for it. But sitting on it and running out the clock wouldn't have been a terrible play either.

If they are going to try to score, then there is no reason to use the time outs when they would obviously be much more important to your offensive possession. If you are planning on running out the clock, then fine ice the kicker if you really want to (no matter how unlikely it is for him to miss). But what you don't do, is waste the time outs and then still go for it.

As a result of his decision, Memphis actually got the ball back with a chance to score because we didn't run the clock out.

Did it matter to the outcome? No. It just made anyone with a minimal football IQ seriously question our HC's ability to manage a game and the clock.
