Before a full factory reset, try to clear the cache
Many times the cache partition of internal storage fills up and causes the issues. This article, though about the Nexus 5, explains this in more detail and how to clear the cache on the Nexus 5. You can likely do an Internet search of your phone model and clear cache to find the steps you need for your phone.

If that doesn't solve the issue, then likely a factory reset would be the next step.
