There are only 24 hours in a day, he has to sleep and eat, he has a wife, he's a student, etc. In fact, every minute he is lifting weights, he isn't working on throwing mechanics or studying film, so your comment is untrue.
There is a certain amount of time he has to allocate to improving as a player, and he has to divide it among weights, mechanics, throwing to receivers, and film. The last three of those categories are his weak spots as a QB, not the first one, so I hope he is devoting the preponderance of the time to those areas. Maybe he is; maybe he isn't. Certainly, he seemed to get better purely as a passer between his sophomore and junior years, but he still seemed to lack patience and vision to me, so more improvement is needed. Typically, more improvement needed => allocate more time specifically to that area.
