Simply put, that means lifting the weights quickly and lowering them slowly. Although it is also good to do both lifting and lowering as slowly as you can. One routine I have tried that works very well involved taking 5 seconds to lift and 5 seconds to lower the weights, making sure you don't stop at either the top or the bottom until you are done. That really made me bulk up faster than anything else I've tried.
