Yes, but there is only one American law school PhD program
Just started at Yale, recently enough that there may be no graduates yet. Applicants have to already have a JD.

Otherwise the closest degree is a JSD, which is somewhat similar but not an actual PhD.

Other countries have more actual law PhD programs.

So, there is only one avenue for an American to get a PhD at law school, and it likely has not yet actually produced any.
