overpay someone even more next year to get to the league minimum. They could save it to re-sign their own guys, but other than Hayward, Gobert, and Favors, the rest are at least 3 years from now or I'm just not that worried about it. I think the risk with Matthews is worth it for a 3 year contract.

Who should they try to pay this year? Because next year everyone is going to have cash available to pay decent (and less than decent) free agents even more than they'd get this year.
