It's common, but people do have a right to do so.
Where it gets tough is it just adds another level of necessary discernment to law enforcement's job. Most of the time it is an organized group or citizen wanting to keep the police in check or test their actions, but criminals are copying this tactic too, which adds another element to make sure it isn't a draw-in ambush situation or anything potentially dangerous. Safety commands as well as all the laws of search and seizure still apply in these situations, and it requires good discretion to make the right call. Some officers really get tripped up in this stuff, and it isn't always the easiest to figure out - like a puzzle.

Usually it is an organized group or individual, a sovereign citizen, free inhabitant, or criminal if they are "baiting" the police. It's common for the general public to record encounters, especially if use of force is involved, but that is different than a lot of people who have a pre-set response they want to play out with the cops.
