In the last 10 yrs of working in the tech business world globally I have only seen one person come into a meeting with a white shirt and tie on. I later found out he was called to be a Mission President for the LDS Church.

There is no functional use that I can think of for a tie. It is simply a fashion choice and in the Church it is the way it has always been. Usually that means it won't change any time soon.
