So you don't think there's no difference between me saying
"The Intern is the best movie" and "The Intern is the best movie currently playing at my local theater"? It's a question of scope. Leaving out the scope from the sentence implies that the statement's scope is universal. If you want to limit scope, you have to actively limit it.
