He did not say that the call of targeting was CONFIRMED. . .he says that it STANDS.

Now, maybe I'm reading too much into this, but to me, this means that the official called it (61 times out of 62, this doesn't get called) and that when they looked at it, it was at least questionable enough they couldn't overturn it.

My guess is that if the official had just called roughing the passer, there is 0% chance that the replay official calls it targeting.
